I’m making mexican sugar cookies and the call for GROUND anise seed. I can only find whole.

I’ve tried a food processor before and it did not work. Just break down and get a coffee grinder – they are fairly cheap and work well.

or just use a something blunt and mashing it on a cutting board.
I bought a cheap pepper mill (so I wouldn’t have to keep emptying my pepper out!) and use it when I need ground spices for a recipe. It works great for coriander seeds, so it should work for anise as well. If it’s just the flavour you need, anise makes a wonderful tea. Steep a tablespoon of the seeds in a couple tablespoons of boiling water. Strain and use the water. You will get the flavour of the anise in your cookies. You may need to add a touch more flour if it makes the batter too runny, though.
If you don’t have a grinder I would try putting them in a ziplock bag and go over it with a rolling pin
As a chef we cracked and ground pepper for steaks and sauces with a frying pan, just take a handful of anise seeds and grind them with the flat or rounded bottom of the pan, just work it back and forth until ground to your liking, you can do that for many of the seed spices.
